Blue Fairy continues a cycle of "if you play a Floodborn character, do X" cards in each ink color. This one's effect is better than many of the others since drawing cards is always good. And she has Evasive, which means she may stick around for a few turns. Although her measly 1 Willpower means she dies to pretty much anything against Steel. Whether she sees play or not will come down to how much AoE there is the new meta and how many good Floodborns you are able to play in your deck.
The Most Diabolical Scheme is a new removal card for Ruby. Song removal cards always warrant a close look, as being able to remove something for 0 ink is a huge tempo boost. Of course, with this one you have to banish one of your own characters, so that negates that tempo gain. For this card to be worth running, you would need a deck full of villains and ideally villains that give you some value when they are banished. There are currently none like that in the game, so this card is just bad. Maybe down the line it gets better, as more villains are introduced into the game.
